It MIGHT be (I repeat, MIGHT be) #2125 Wedding Fantasy Barbie from 1990 with a redone hairdo. At the same time she was being sold in the early 1990s, you could collect Pink Stamps and send away for Barbie merchandise. You also got a little magazine. One of the issues had hairstyles you could create, and one of the 'dos was that fountain-like ponytail.
I'm just guessing here, but that's my suggestion.
